The U.S. unveils AI blueprint to beat China and deregulate AI for global dominance

After years of caution and regulatory hand-wringing, the White House just made its position on AI crystal clear: it’s time to speed up—and lead.
The Trump administration has released a sweeping AI Action Plan that aims to position the U.S. as the undisputed global leader in artificial intelligence. The 28-page blueprint outlines over 90 specific policy actions the government says will fast-track innovation, deregulate development, and ramp up global influence—particularly in its rivalry with China.
Calling AI an “industrial revolution, information revolution, and renaissance all at once,” the administration is throwing its weight behind deregulation and infrastructure investment. That means fewer legal hurdles for developers, faster permits for data centers, and looser restrictions around AI adoption across sectors.
Trump’s AI Action Plan Declares All-Out Race for Tech Supremacy
Titled “Winning the AI Race: America’s AI Action Plan,” the document was released following President Trump’s January executive order on “Removing Barriers to American Leadership in AI.” It outlines a three-part strategy: accelerate innovation, build AI infrastructure, and lead internationally—while removing what it calls outdated or ideological constraints.
Among the proposed steps: federal agencies will repeal regulations that are seen as slowing AI deployment, update procurement rules to ban biased models, and incentivize open-source development. The Commerce and State Departments plan to partner with the private sector to export full-stack AI systems—including chips, models, and software—to allied nations.
The government also plans to speed up approvals for data center construction and semiconductor fabs. In parallel, it aims to increase the number of skilled tradespeople, such as electricians and HVAC technicians, who are critical to building and maintaining the infrastructure behind AI.
The plan includes new rules requiring federal contractors to prove their AI systems are “objective,” an effort the administration says is meant to eliminate top-down bias and protect free speech.
“America’s AI Action Plan charts a decisive course to cement U.S. dominance in artificial intelligence,” said Michael Kratsios, Director of the White House Office of Science and Technology Policy. “We are moving with urgency to make this vision a reality.”
David Sacks, AI and Crypto Czar, added, “Artificial intelligence is a revolutionary technology with the potential to transform the global economy and alter the balance of power in the world. To remain the leading economic and military power, the United States must win the AI race.”
Secretary of State and Acting National Security Advisor Marco Rubio echoed the same sentiment, calling the plan non-negotiable: “These clear-cut policy goals set expectations for the Federal Government to ensure America sets the technological gold standard worldwide.”
Critics, however, argue the blueprint reads more like a tech industry wish list than a balanced national policy. By emphasizing deregulation and removing public safeguards, they say the plan risks favoring tech giants at the expense of everyday citizens who will be most affected by AI’s rollout across industries.
